VA Loan Eligibility Requirements: Who Qualifies

Active duty at NAS Jacksonville, Mayport, or Blount Island, a Veteran already in Mandarin or Orange Park, Guard and Reserve, or an eligible surviving spouse — VA eligibility is a service rule, a Certificate of Eligibility, and enough entitlement for the house. Here is how those rules land on west-bank commutes, the Beaches, and Yulee, with BAH FL058 and 2026 loan-limit context attached.

Who this guide is for

If you are on orders to NAS Jacksonville, Naval Station Mayport, or Blount Island Command — or you already live west of the St. Johns in Ortega, on the Westside, in Orange Park, or south in Mandarin — the VA home loan is usually the first financing conversation you should have. Zero down is the headline. The real work is eligibility, occupancy, entitlement, and whether your Certificate of Eligibility (COE) is clean before you write an offer on a Saturday in Fleming Island or Nocatee.

This page is the Jacksonville version of that conversation. It is not a national pamphlet. It names the three installations, the river, the beaches, and the suburbs people actually commute from. It cites VA.gov eligibility rules for service requirements and tells you where we stop guessing. Military Realty of Florida works this path every week: a petty officer shopping Orange Park from a West Coast duty station, an O-3 comparing Ponte Vedra and Jacksonville Beach for a Mayport report date, a dual-military couple weighing Yulee against the Northside for Blount Island. Eligibility is the gate. If you do not clear it, the rest of the Knowledge Center does not matter yet. If you do, you can shop Mandarin, San Marco, Riverside, Fleming Island, and Nocatee with a real preapproval instead of a hope.

What “eligible” actually means

VA does not hand you a mortgage. VA guarantees a portion of a loan a private lender makes. The lender still underwrites credit, residual income, occupancy, and the property. Eligibility is the VA piece: enough qualifying service (or surviving-spouse status), a COE that proves it, and enough entitlement for the loan you want. Those three are separate. Plenty of Jacksonville buyers have the service and a COE and still need a down payment because entitlement is tied up in a house they have not sold in Norfolk or San Diego.

Read the official service rules on VA.gov’s eligibility page (last updated June 12, 2025 as of this writing). Do not rely on a memory of “six years in the Guard” or “90 days” from a Facebook group. The current published paths, condensed for the people who actually land in this metro:

Other-than-honorable and similar characterizations are a Character of Discharge review with VA, not a conversation with your real estate agent.

If your facts are messy — broken service, a prior VA loan, a divorce decree, a surviving-spouse DIC award — get the COE and talk to a VA-experienced lender before you fall in love with a listing off San Jose Boulevard.

Active duty

Currently serving members generally qualify after 90 continuous days of active duty. That is the published VA.gov figure. It is why a sailor who has been at Mayport for three months can, on paper, start a VA purchase file while a brand-new check-in still cannot. “On paper” matters. Lenders will still want to see that you can occupy the home as your primary residence, that your LES supports the payment, and that you are not three weeks from an unexpected underway that wrecks the appraisal appointment.

For NAS Jacksonville buyers, 90 days of eligibility does not change the commute map. Ortega, the Westside, and Orange Park are still the short drives. Mandarin is still the wooded, family-heavy alternative across the Buckman Bridge pattern. Riverside and San Marco are still the historic in-town options with a river crossing. Eligibility gets you into the program. Geography decides whether you hate the drive.

Veterans (including post-1990 service)

Veterans who served after 1990 typically need 24 months of continuous active duty, or the full period they were called to, with a 90-day path when a listed exception applies. VA.gov is the source; this guide does not invent extra day counts. Honorable discharge is the default expectation. Other-than-honorable and similar characterizations are case-by-case with VA, not with your real estate agent.

A lot of Jacksonville Veteran buyers are not on a PCS clock. They are already in Clay County, already in Mandarin, or already renting in Jacksonville Beach and converting BAH or civilian income into a mortgage. The eligibility test is the same. The occupancy test is easier because you already live here. The entitlement test is where Veterans get surprised: a VA loan from a prior tour that was not restored will show on the COE as used entitlement, and that changes how much you can borrow with zero down in Duval, Clay, St. Johns, or Nassau.

National Guard and Reserve

Guard and Reserve members generally qualify with six creditable years, or with 90 days of qualifying active duty. Again: VA.gov, not a rumor. A Florida Army National Guard member living in Orange Park or Fleming Island who has six creditable years can be just as eligible as an active-duty instructor at NAS Jacksonville. A Reservist drilling in the area who was activated for 90 qualifying days can be eligible without the six-year clock.

What Guard and Reserve buyers should not skip: the COE. WebLGY and VA.gov are faster than guessing. If you have a mix of active duty, Title 10, Title 32, and drill time, let VA sort it. We have seen Jacksonville Guard buyers delay a Nocatee contract because someone told them they “weren’t really Veterans.” The COE is the document that ends that argument.

Surviving spouses

Eligible surviving spouses can use the VA home loan benefit, generally through a Dependency and Indemnity Compensation (DIC) path. Occupancy, credit, and property rules still apply. A surviving spouse shopping a one-story in Mandarin or a quieter street in Yulee has the same Jacksonville market to deal with as anyone else: inventory, insurance, and a VA appraisal.

The COE is how you prove it

Eligibility without a COE is a story. Listing agents in Mandarin, San Marco, and Ponte Vedra have seen too many “VA eligible” offers that were really “we think so.” Pull the COE first. There are three official ways, all on VA.gov’s COE page: request it online yourself, have a lender pull it through WebLGY, or mail VA Form 26-1880. The lender pull is usually the fastest when you already have a VA-savvy loan officer. Online is fine if your record is clean. Mail is the backup when records are messy.

What the COE shows, in plain language: that VA recognizes your service (or surviving-spouse status), how much entitlement is available, whether a prior VA loan is still outstanding, and whether you are exempt from the funding fee. That last box is not trivia. An E-6 buying in Orange Park who receives VA disability compensation and is funding-fee exempt is looking at a different cash-to-close than a first-use buyer who will finance 2.15%. Prior use is the other box. If you still have a VA loan on a house in San Diego, Norfolk, or Killeen, the COE will not pretend you have full entitlement in Clay County. Remaining entitlement is what it is. Restoration happens when that loan is paid off and you apply the right way — see the entitlement guide. One-time restoration and subsequent use are real paths. Guessing is how people underwrite a $550,000 Nocatee new build as zero-down when the COE says they have a stub of guaranty left.

Occupancy: you have to intend to live there

VA loans are for a primary residence, not a Ponte Vedra vacation rental and not a “maybe we’ll land there after the next tour” house. You certify that you will occupy the home as your home. Occupancy within a “reasonable time” means within 60 days after closing (VA Lenders Handbook Chapter 3). Longer than 60 days can work if you certify a specific future date and there is a particular event that makes that date real. Past 12 months is generally not reasonable to VA. A spouse or dependent child can satisfy occupancy when the Veteran is on active duty and cannot personally occupy yet.

PCS timing is the Jacksonville-specific wrinkle. Orders to NAS Jacksonville with a report date 70 days out, a household still in Japan, and a seller in Riverside who wants a 30-day close is a real file, not a hypothetical. Lenders underwrite occupancy. Remote closings happen. Do not assume. Ask the occupancy questions early — our blog post on VA loan occupancy timing for PCS buyers exists because this is where files stall.

Investors using VA to pick up a duplex near Jacksonville Beach and live in one side later need a lender who knows occupancy and mixed-use rules. This guide will not stretch eligibility into a loophole. If you will not live there in the timeframe your lender and VA require, pick a different loan.

What VA does not decide for you

VA does not publish a single minimum FICO score that every lender must use. Lenders add overlays. Some Jacksonville VA lenders will look at mid-500s with compensating factors; others want 620 or 640 before they will issue a preapproval you can attach to a Fleming Island offer. Residual income — money left after debts and shelter — is a VA underwriting concept with tables by region and family size. We are not reprinting those tables here because they are easy to get stale; your lender runs them. Debt-to-income overlays are lender policy, not a VA.gov day count.

Property is its own gate. Eligibility gets you a COE. The house still has to clear a VA appraisal and Minimum Property Requirements. A 1960s Arlington ranch with peeling paint, an unpermitted Florida room, and a roof in year 19 is a different file than a 2022 Nocatee build. That is not a character judgment on Arlington. It is how VA appraisals work in this inventory.

Entitlement, loan limits, and Jacksonville counties

If you have full entitlement, there is no county cap on how large a VA loan you can obtain — the 2020 change that people still call “the loan limit going away.” What still exists is the Federal Housing Finance Agency conforming loan limit, which matters when entitlement is only partial. FHFA’s 2026 one-unit baseline conforming loan limit is $832,750 for loans closed on or after January 1, 2026. Partial entitlement uses 25% of the county conforming limit as the guaranty benchmark. Duval, Clay, St. Johns, and Nassau are not high-cost counties for that baseline; use $832,750 unless you confirm a different One-Unit Limit for that county on FHFA’s 2026 announcement (also discussed in VA Circular 26-25-10).

Zero-down room on a new Orange Park purchase is then a math problem — remaining guaranty times four, roughly — not an unlimited VA blank check. If the Nocatee list price is $550,000 and remaining entitlement is thin, you may need a down payment even though you are “VA eligible.” That is why the COE and the entitlement guide sit next to this page. Eligibility is not the same as infinite zero-down capacity.

Full entitlement: no county cap. Partial entitlement: 25% of that county CLL. Confirm the live One-Unit Limit on FHFA if you are underwriting a jumbo-feeling price in Ponte Vedra.

BAH FL058 is the same MHA for all three bases

NAS Jacksonville, Naval Station Mayport, and Blount Island sit in the same Military Housing Area: Jacksonville, FL, code FL058. Your official BAH is on the Defense Travel Management Office lookup at DTMO’s BAH rate lookup. I will not print a grade table on this page — the official table moves, with-dependents versus without-dependents is a large swing, and third-party screenshots go stale. ZIP inside the MHA is not a way to shop a higher BAH by buying in Ponte Vedra instead of Orange Park. FL058 is the MHA for all three gates.

BAH is meant to defray housing. It is not PITI. A zero-down VA purchase in Orange Park still has Clay taxes, insurance, and often an HOA. Mandarin has Duval taxes and often no HOA on older streets, but flood and wind still matter. Nocatee adds St. Johns taxes and almost always an HOA/CDD. We run the file against the official FL058 number and a lender worksheet. We do not pretend BAH is the mortgage.

Jacksonville commute map: eligibility does not pick your zip code

Once you are eligible, the next argument at the kitchen table is drive time. NAS Jacksonville sits on the west bank of the St. Johns. Naval Station Mayport sits on the ocean side. Blount Island sits north, tied to the Dames Point / 9A pattern. The same COE works for all three. The same BAH MHA applies. The wrong neighborhood for the wrong gate will still make you miserable.

NAS Jacksonville — Ortega, Westside, Orange Park, Mandarin

For NAS Jacksonville, the short list is Ortega, the Westside, Orange Park, and Mandarin. Ortega and adjacent west-bank streets can be a 10–20 minute drive to the gates in light traffic, with Roosevelt Boulevard and I-10 as the spine. The Westside and pockets near Jacksonville Naval Air Station’s civilian edges trade newer-build gloss for time. Orange Park, in Clay County, is the classic military suburb: Kingsley Avenue, US-17, Blanding Boulevard, Doctors Lake, and a 15–25 minute pattern that blows up when I-295 and the Buckman Bridge clog. Mandarin is the wooded Duval alternative — San Jose Boulevard, Mandarin Road, Julington Creek — typically 15–25 minutes depending on whether you use I-295 or surface roads.

Riverside and San Marco are the in-town historic options. Riverside/Avondale to NAS Jax is often 15–25 minutes via Roosevelt. San Marco adds a river crossing and more like 20–30. Fleming Island is the next ring south of Orange Park: planned streets, HOA, Eagle Harbor, 25–35 minutes on a good day. Nocatee and Ponte Vedra are doable but they are Mayport-oriented more than NAS Jax-oriented; 35–50 minutes is a honest NAS Jax conversation, not a brochure. Jacksonville Beach from NAS Jax is a JTB or Atlantic Boulevard haul. Yulee is a Northside / 9A decision, not a NAS Jax shortcut.

NS Mayport — Jacksonville Beach, Atlantic Beach, Neptune Beach, Ponte Vedra

Mayport buyers should start at the Beaches. Atlantic Beach and Neptune Beach are the close-in, smaller-lot, older-cottage and low-rise pattern, often 10–20 minutes to the main gate when A1A and Mayport Road cooperate. Jacksonville Beach is the larger beach city with more inventory, more condos, more flood and wind-insurance conversation, and still a short Mayport commute. Ponte Vedra is the next step south: higher prices, golf and HOA communities, 20–30 minutes for many streets, and a different tax bill in St. Johns County.

Nocatee is the master-planned magnet for Mayport families who want new construction and parks more than sand. The commute is 9A, JTB, and A1A in some mix — often 30–40 minutes, worse on a Friday. San Marco to Mayport is a 25–35 minute east-of-river run when the Mathews and Hart are kind. Mandarin to Mayport is a 35–45 minute cross-town. Orange Park to Mayport is the commute people underestimate: 40–55 minutes and two weather systems. If your orders are Mayport, do not let a cheap Orange Park listing win without driving it at 0615.

Blount Island — Northside, 9A, Yulee

Blount Island Command is its own geography. Northside Jacksonville, Oceanway, and the 9A corridor are the default. Yulee, in Nassau County, is the growing alternative with more land and a 20–30 minute pattern via A1A / 9A for many households. Riverside is 25–35 minutes across the north river bridges. Mandarin and Orange Park are 35–45 minutes and usually the wrong answer unless a spouse’s job or a school situation dominates. The Beaches can work via Wonderwood and 9A, often 25–40 minutes. Eligibility is identical. The alarm clock is not.

Worked Jacksonville examples (eligibility in real files)

E-5, first VA use, NAS Jacksonville, Mandarin at $325,000

You have more than 90 continuous days on active duty, no prior VA loan, and a COE that shows full entitlement and no funding-fee exemption. You are eligible. A $325,000 Mandarin purchase with zero down is inside full-entitlement territory by a mile — FHFA’s $832,750 baseline is not even in the conversation except as trivia. First-use funding fee at less than 5% down is 2.15% of the loan amount, or $6,987.50 if you finance the whole price (see the funding fee tables). BAH as an E-5 with dependents — pull the live FL058 number from DTMO — may or may not cover PITI once Duval taxes and insurance are in. The eligibility answer is yes. The payment answer is a lender worksheet.

E-6, subsequent use, Orange Park at $410,000, still owns a VA house in San Diego

Six years of active duty, honorable, COE in hand — eligible as a Veteran. Subsequent-use funding fee at zero down is 3.3%, or $13,530 on $410,000, unless you are exempt because you receive VA disability compensation. Entitlement is the trap. If the San Diego loan is still outstanding, you do not have full entitlement. Zero-down capacity is remaining guaranty against 25% of $832,750. You may need cash down in Clay County even though Orange Park is “cheap” compared with Nocatee. Sell and restore, or bring money. Eligibility did not fail. Entitlement did the math.

O-3, Mayport, Nocatee at $550,000, funding-fee exempt

More than 90 days on active duty, COE shows exempt because you receive VA disability compensation. Eligible, full entitlement assumed, no county cap, no 2.15% add-on. The fight is occupancy timing if your household is still in Norfolk, HOA and St. Johns taxes against the live FL058 BAH for an O-3 with dependents, and a VA appraisal on a new build that should be cleaner than an Arlington ranch but can still trip on incomplete punch lists. Ponte Vedra at a higher price is the same eligibility with a different insurance and tax stack.

Guard, six creditable years, Yulee for Blount Island

Six creditable years, COE pulled through WebLGY, first use, shopping Yulee because the Northside / 9A commute to Blount Island is the point. Eligible. Nassau County uses the same $832,750 baseline unless FHFA says otherwise. A funding fee still applies unless the COE shows exempt. Do not let anyone tell you Guard time “doesn’t count” without reading the COE. Do not shop Mayport Beach cottages if the gate you have to hit is Blount Island at 0500.

Myths that waste a PCS timeline

  • You must have a 20% down payment. No. VA is built for zero down when entitlement covers the loan.
  • You cannot buy if you still have a VA loan from the last duty station. You might, with remaining entitlement and possibly a down payment. You might also sell and restore. Read the COE.
  • VA loans are only for “first-time buyers.” Subsequent use exists. The funding fee is higher at zero down if you are not exempt.
  • You have to live on base first. No. Eligibility does not require a tour in NAS Jax housing before Mandarin.
  • A preapproval letter is the same as a COE. It is not. Ask the lender which one they actually pulled.
  • BAH in Ponte Vedra is higher than BAH in Orange Park. Not inside FL058. Confirm on DTMO.
  • Condos at Jacksonville Beach are automatically ineligible. Some are, some are not. The project has to work for VA. That is a property question, not a service question.
  • You can skip the appraisal. You cannot on a purchase. See the appraisal guide.

Documents to gather before you tour

LES or pay stubs, W-2s, and a lender’s document list. DD-214 if you are a Veteran and the online COE stalls. Marriage certificate and orders if occupancy will be by a spouse first. COE — or a lender who will pull it this week, not after you win a bidding war in San Marco. A conversation about whether you are funding-fee exempt. A honest commute test at rush hour to the gate you will actually use. If you are choosing a lender for the first time, start with seven questions first-time VA buyers should ask so you are not shopping Orange Park with a loan officer who treats VA like a novelty.

From there, the path is mechanical: eligibility, COE, preapproval, neighborhood, offer, appraisal, close. We keep the Knowledge Center in that order on purpose.
