Clay County sits south of Jacksonville, on the west bank of the St. Johns River. NAS Jacksonville is in Duval, just across the line. A lot of station families live on this side anyway, because the drive down US 17 is short from Orange Park and still reasonable from Fleming Island, and because the school district is Clay's, not Duval's.
This is the lay of the land: Orange Park, Fleming Island, Middleburg, Green Cove Springs, and Oakleaf. It is also the homestead filing for a house that is actually in Clay, and a warning for the house that only feels like it is. Call (904) 309-0609 before you write an offer on a street you have not driven at the hour you would leave for the base.
Quick facts
Orange Park is the city pressed against the south side of NAS Jacksonville. Park Avenue through town is US 17. It is the road people use when they say they live "right there." Blanding Boulevard, State Road 21, is the other spine, running north into Duval and south toward Middleburg. Kingsley Avenue runs east-west. Wells Road is the commercial stretch a lot of families already know from the grocery run and from Orange Park Mall at Blanding and Wells.
Doctors Lake sits on the south edge, toward Fleming Island. Streets near the lake and streets up by the county line do not feel the same, and they may not sit in the same city limits. Part of what people call Orange Park in conversation is the City of Orange Park. Part of it is unincorporated Clay with an Orange Park mailing address. That split changes who answers a permit question and it can change the millage. Ask which one the parcel is in before you compare two tax bills from "the same town."
The housing mix is older blocks, infill, and subdivisions off both US 17 and Blanding. We will not quote a median. Pull the houses that match the bed count you actually need, on the Orange Park search, and then drive them. A remodel two streets from the base flight path is a different Saturday than a house near Doctors Lake. Stand outside. Listen. Look at the ditch in front of the lot after a rain, not only at the paint.
For a PCS family, Orange Park is the Clay choice when the priority is the gate. You are not in Duval, so Duval school zones do not come with the house. You are close enough that US 17 north is the ordinary path to the south side of the air station. I-295 is there when the trip is not the base, or when US 17 is jammed and the beltway is the better arc. Drive both before you treat them as equal.
Fleming Island is the river community south of Doctors Lake, between US 17 and the St. Johns. Eagle Harbor is the neighborhood buyers ask for by name. Fleming Island Plantation is the other name you will hear in the same breath. They are not the same set of covenants. Read the resale package for the house in front of you. Do not budget dues from a neighbor's memory of a different section.
County Road 220 ties the Doctors Lake side toward the west. US 17 is the daily road north, back through Orange Park, if NAS Jacksonville is the report. The Buckman Bridge carries I-295 across the St. Johns north of here, into the Mandarin side of Duval. People use that bridge for Southside jobs, not as a shortcut to the air station's south gate. If your orders are the base, time US 17. If your spouse's job is across the bridge, time I-295 at that hour too. One household can lose on a commute that looked fine for the service member alone.
Black Creek is south of Fleming Island, toward Green Cove Springs. River lots, creek lots, and interior lots do not share a flood story. We will not call a street dry because the MLS remarks skipped the subject. Read the survey. Ask the seller, in writing, about prior water. Get an insurance quote on the address before you fall in love with the dock. We do not publish premiums.
Start with Fleming Island homes, then throw out anything that fails the drive or the HOA documents. A guardhouse does not tell you the school boundary, the taxable value, or whether the seawall is your problem.
Middleburg is west and south of Orange Park, strung along Blanding Boulevard. It is unincorporated. Lots are often larger than the Orange Park blocks, and plenty of streets feel rural right up until a newer subdivision entrance. Black Creek runs through this part of the county. Low spots near the creek are a question for the survey and the insurance agent, not for a sunny afternoon showing.
The commute to NAS Jacksonville is Blanding north into the Orange Park grid, then east or north toward the base, unless you hop to State Road 23 and come around on I-295. Blanding is the road people complain about, and they are not inventing the traffic. Drive it when school is in session and when a shift change hits the base. A Sunday morning scouting trip will lie to you.
Ask, for each house, whether the street is on sewer or on a septic system. Do not assume a new roof means city sewer. Ask who provides water and electric. Providers do not flip on a perfect line with the county border, and two streets in Middleburg do not have to match. If there is no HOA, you still have Clay building rules. If there is an HOA, read it. "No association" and "the association never enforces" are different sentences, and only the recorded documents tell you which one you bought.
Green Cove Springs is the county seat, on US 17, named for the spring downtown. There is no mapped community called Green Spring Cove. If a search sent you hunting for that name, you are looking for this city. The river is the front door of the old part of town. Houston Street is where the county administration building sits. The property appraiser is on the second floor at 477 Houston Street, not in a booth by the spring.
Living here and working at NAS Jacksonville means US 17 north through Fleming Island and Orange Park. It is a longer drive than leaving from Kingsley Avenue. We will not pretend it is a number of minutes, because the number moves with wrecks, with rain, and with the gate you actually use. Drive it on a weekday before you treat Green Cove Springs as a crash pad for a short tour. Families who want the river and can live with the drive stay for years. Families who counted on a quick hop to the flight line get angry at the same road.
The city and the unincorporated edges around it can carry different millage. Read the TRIM notice for the parcel. Downtown houses, river streets, and newer sections off US 17 are not one product. Walk the block. Look at drainage toward the river. Ask what the insurance quote did when the agent typed the address.
Oakleaf, usually said as Oakleaf Plantation, is on the west side of the county along the First Coast Expressway, State Road 23. It is a master-planned area with a mix of houses and a real HOA conversation. Read the resale package. Do not collect amenities from a billboard. We will not list pools and trails we are not standing in front of.
The Duval line is the trap. Argyle Forest Boulevard continues the drive north into Jacksonville. Some streets feel continuous. The deed does not. A house on the Clay side is Clay schools, Clay homestead, and a Clay tax bill. A house on the Duval side is a different appraiser and a different school district, even if the builder's sign used a familiar name. Open the county record before you fall for the entrance landscaping.
Toward the base, people use State Road 23 up to I-295, then the beltway, or they cut over to Blanding. Toward a Southside job, I-295 and the Buckman Bridge enter the picture again. Oakleaf is not an Orange Park commute with a different paint color. Time it. Then decide.
Keystone Heights is the south end, more rural than Orange Park, with its own small-city feel and its own piece of the tax stack. Penney Farms is a small community in that same southern part of Clay. Neither one is a secret Jacksonville suburb. If the mission is a short hop to NAS Jacksonville, they are the wrong map. If the mission is land and a quieter road, drive them on purpose, not as a detour from Fleming Island.
The whole county search, newest first, is Clay County homes. If you already know the ZIP and it might straddle a town, use search by ZIP and then confirm the city and the county on the roll. A ZIP is a mail route. It is not a school zone and it is not a millage district.
The air station is on the west bank of the St. Johns, in Duval. The south side of the base backs up to Orange Park streets, which is why so many squadron families end up in Clay without ever meaning to change counties. You will feel the county line as a school letter and a tax bill, not as a welcome sign you remember.
US 17 is the river road. From Green Cove Springs it runs north through Fleming Island, becomes the main drag of Orange Park, and continues into Duval toward the base. From Orange Park it is the direct path. From Fleming Island it is still the direct path, with Doctors Lake and the Orange Park lights in the middle. From Green Cove Springs it is the whole trip. Use it for the base. Do not assume it is also the best path to a job on the Southside.
I-295 crosses the north end of Clay and the Buckman Bridge into Duval. From Oakleaf and from the west side, State Road 23 feeds it. From Middleburg, some drivers would rather jump to the expressway than sit on Blanding the entire way. I-295 is also how Clay reaches the rest of Jacksonville when the destination is not the air station. It is a different clock from US 17. A house can win on one and lose on the other.
NS Mayport is across Jacksonville, east, not a Clay side trip. Blount Island Command sits on the north side of the St. Johns in Jacksonville. It is a Marine Corps prepositioning site, not a neighborhood you back into. If those are the orders, Clay can still work, but the commute is a Jacksonville crossing plus the Clay piece. Map the real report address. "Navy" is not one pin.
We will not publish a drive time. Gates change, shifts change, and a wreck on the Buckman rewrites the evening. The test is boring and accurate: leave the house you think you want, at the time you would leave, and see whether you are angry when you arrive. Do it once in the rain.
Clay runs its own district. The site is oneclay.net. Use the district locator on the address you are offering on. Do not use the subdivision name. Do not use the school a neighbor's child attends. Boundaries are not a guess, and a choice seat or a grandfathered seat does not transfer to the buyer.
A house in Orange Park is not zoned for a Duval magnet. Stanton, Paxon, and Douglas Anderson are Duval programs with their own application rules. Living near the county line does not enroll anyone. If you need a specific campus, confirm it in writing with the district before the inspection period ends. We will not print a grade, a test score, or a star rating. Those numbers move, the sources disagree, and a blog is the wrong place to freeze them.
The school board is also a taxing authority. School millage is a line on the TRIM notice. Homestead removes the first $25,000 of assessed value from that line. The extra 2026 exemption of $26,411 does not come off the school levy. That is statewide law, and it is why two "tax estimates" for the same house can be far apart when someone subtracts the whole exemption from every line. More on the filing steps is below. The payment you should underwrite is principal, interest, the tax you calculated from the notice, insurance, and HOA. Leave any one of those out and the house lies.
Florida has no state income tax on wages. The local bill is this one. You file homestead with the Clay County Property Appraiser, Tracy Scott Drake, if and only if the parcel is in Clay. Confirm that on ccpao.com before you collect documents. An Orange Park mailing address is not proof of the county.
You need legal or equitable title, and you need to occupy the house as your permanent residence, on January 1 of the tax year. Section 196.031 is the exemption. Section 196.011 is how you apply. Close on January 5 and you missed that year. Close in October 2026 and move in by January 1, 2027, and you are a 2027 applicant.
The usual deadline is March 1. In 2026, March 1 was a Sunday, so the timely deadline was March 2, 2026. As of fall 2026. That window is closed. Late filing is for extenuating circumstances, generally only until 25 days after the TRIM notice. Clay adds a method rule: after March 1, you file in person, with a late-file explanation. We will not tell you that window is still open in late September. Call the office the day you are ready and ask.
Timely 2026 applications were to be processed by July 1, 2026. Denials were mailed July 1. Approved exemptions show on the August TRIM. If you already live here and the August notice has no exemption, read the denial or call. Do not wait for the November bill to be surprised.
On time, you may file online at exemption.ccpao.com/Homestead/, by mail, or at the counter. The counter is the County Administration Building, second floor, 477 Houston Street, Green Cove Springs, FL 32043, Monday through Friday, 8:00 a.m. to 4:30 p.m., phone (904) 284-6305, extension 1. After the deadline, in person is the only method Clay's instructions allow.
The driver license or ID has to show the homestead address. A PCS family often still has the old state's card, or a Jacksonville address from a temporary apartment, the week of closing. Update it before you apply. Then bring one more item: voter card, vehicle registration, W-2, federal return, or utility bill. Voting is not required. If you vote, the card can be that second item. The Social Security number is required. Bring the date you occupied the house, which may not be the deed date.
A residency-based exemption in another state can kill the Florida homestead. One permanent residence. If a spouse still has a house back home on a residency exemption, clear that before you file here. A wrongful claim can become a lien under section 196.161, with a 50 percent penalty and 15 percent interest. A clerical mistake by the appraiser is a different problem. Correct it in writing. Do not ignore it.
If you are leaving another Florida homestead, file Form DR-501T with Clay, generally with the new application. The difference that transfers is capped by statute. We will not invent the dollar amount. You also do not buy the seller's Save Our Homes cap. Their low assessed value usually resets when you buy. Their portability, if they have any, goes to their next house, not to yours.
For 2026, the first $25,000 of assessed value comes off every levy, including school. The additional $26,411 comes off non-school levies only, and only on assessed value between $50,000 and $76,411. The band from $25,001 to $50,000 stays taxable. The Save Our Homes cap for 2026 is 2.7 percent of assessed value, not 2.7 percent of the bill. Millage can still move. Read the TRIM notice. There is no county rate on this page because Orange Park and unincorporated Middleburg do not share one.
If a trust will hold the house, you need beneficial title. Bring the trust. Have the closing attorney or a Florida attorney say whether it qualifies. After approval, homestead renews by mail. Refile if ownership, marital status, or residency changes. The early-pay discount follows the Florida statute. Duval published it as 4 percent by November 30, 3 percent by December 31, 2 percent by January 31, and 1 percent by February 28, due by March 31 before delinquent. Confirm the date on the Clay bill.
Senior extra exemptions are local options. Age 65 on January 1, household income limit $38,686 for 2026, and a separate long-term option for 25 years with just value under $250,000. Ask Clay whether it has adopted them. Do not write an extra $50,000 into the budget from a chart that is not this county's ordinance.
Mail, a builder's brochure, and a Saturday drive all get the county wrong often enough that we say it out loud. File where the parcel sits. The offices below are the right desks when Clay's Houston Street is the wrong building.

The deed has to be in your name before the website will take the file. Allow about 60 days after closing for it to post, and go in person if it has not. The session does not save. This is the desk for a house that turned out to be on the Argyle side of the Oakleaf drive, or on a Jacksonville street you thought was still Orange Park.

Lake City is Columbia County, west on I-10. It is not Clay and it is not a Duval school zone. Match the house to the orders, not to a photo. If the report is NAS Jacksonville, drive US 17 and, if you would use it, I-295. If the kids are the reason you crossed into Clay, run oneclay.net on that address and ignore the yard-sign version. If the payment has to work on a VA loan or any other loan, build it from tax, insurance, and HOA, not from the seller's old taxable value. Pull the record on ccpao.com. Update the license when you move in. File homestead in the county that actually owns the parcel.
