 The name, then the town

Green Spring Cove sounds like a subdivision, the way a lot of Clay County searches do. No community by that name is mapped. Buyers type it when they have heard Green Cove Springs shortened, or when a search box tried to finish the words. The town that matches the intent is Green Cove Springs. Use that name on the offer, on the insurance quote, and on the homestead application.

Green Cove Springs sits on US 17, with the St. Johns River on the east side of the older streets. Fleming Island is to the north, toward Orange Park and Jacksonville. South of town, Clay County gets more rural. The spring is downtown, in the city park on the river, which is why the city has the name it has. You do not need a subdivision label to find it. You need the city.

The photograph on this page is that river edge: oaks, an older street, houses facing the water. That is one part of town. Downtown blocks, river streets, and newer houses off the highway are different houses. A gated neighborhood on US 17, if that is what you want, is one community inside the city. The city is larger than any one neighborhood, and this page will not pretend a single subdivision filter describes Green Cove Springs. If you name a specific community on the phone, we will search that community by its real recorded name. We will not invent a filter called Green Spring Cove to make the feed look tidy.

Two pages already exist for the real geography. Green Cove Springs homes is the tight list: the city, in Clay County. Clay County homes is the whole county, newest first, which mixes Green Cove Springs with Orange Park, Fleming Island, Middleburg, and the rest of Clay.  The county seat is a practical fact

Because Green Cove Springs is the county seat, the errands that other Clay cities drive to are already here. The property appraiser, the county administration building, and the courthouse side of county business sit in this city. For a buyer, that matters on homestead week and on permit week. You are not mailing a Clay homestead packet to Jacksonville. You are dealing with 477 Houston Street.

US 17 follows the river north toward Orange Park and Jacksonville. The First Coast Expressway, on the west side of Clay, is the newer road toward I-10 and the beltway for people who do not want to stay on US 17 the whole way. NAS Jacksonville is still a Duval base. Green Cove Springs is a commute to that gate, not a back gate of the base. Drive it at the hour you would actually leave. This page will not print a minute count from a quiet afternoon and call it a Monday.

Orange Park and Fleming Island are also Clay County. They share the homestead desk, the school district, and the tax collector with Green Cove Springs. They do not share a downtown, a river street, or the same insurance quote. A house on the river and a house in a Fleming Island subdivision can both be Clay and still be different products. Say which one you want.

Schools

Schools for a Green Cove Springs address are Clay County District Schools. The district site is oneclay.net. Check the zone for the address. Do not carry a Duval magnet, a St. Johns zone, or a Columbia County school onto a Clay parcel. This page will not invent a school grade or name a campus as if every street in the city shared it. Zones inside one city can split. Look up the parcel, then visit if the assignment is part of the decision.

The county site is claycountygov.com when you need the county, not the school district and not the property appraiser. Those are three different offices even though you can reach more than one of them without leaving town.

 River lots and the map

The river is the east edge of the older town. A lot on the river, a lot on a creek that feeds it, and a lot several blocks back are not the same flood question. The MLS flood field is incomplete. Look up the address at the FEMA Map Service Center, msc.fema.gov/portal/home, before you treat a blank field as a dry lot. FloodSmart explains the insurance side. The site does not hand you a premium.

Zone X is outside the Special Flood Hazard Area. Unshaded Zone X is outside the 0.2 percent annual-chance floodplain. Shaded Zone X, sometimes called Zone X500, is the 0.2 percent floodplain, an area protected by a levee, or sheet-flow flooding under a foot. Zone X is not a promise that the street never holds water. Lenders on federally related loans do not have to require flood insurance in Zone X. Many owners still buy a preferred-risk or private policy. Risk Rating 2.0 prices the building. This page will not quote a premium. Zone AE is a Special Flood Hazard Area with a base flood elevation, the 1 percent annual-chance flood. A VA, FHA, or conventional loan tied to a federal-related lender requires flood insurance if the building is in a Special Flood Hazard Area. An elevation certificate can change the premium. It does not remove the zone. A Letter of Map Amendment is a separate FEMA process. Do not write the offer as if a LOMA were already approved.

 How to read a Green Cove Springs house

Stay inside the same part of town when you compare. Match the bed count. Use closed sales from the last 90 days, and set the list price next to the price that closed. Then add the Clay tax estimate, an insurance quote on that roof and that flood zone, and any HOA. A river street and a house off US 17 should not be forced into one price-per-foot story. This page will not invent a median, an inventory count, or a days-on-market number.

On the older houses, ask roof age, HVAC age, plumbing, and whether the pier, the bulkhead, or the porch was permitted. On newer streets, ask about an association and any community development district before you compare two payments. Get the estoppel. A dues line by itself can hide a second bill. We will not guess those amounts in an article.

If the house is manufactured, say so first. A VA purchase loan, the way Northeast Florida lenders actually close one, needs the home to be real property. You own the land. The home is on a permanent foundation. The tongue, axles, and wheels are removed. The title is real estate with the county, not a motor vehicle title. A park-model home and a home on a rented pad are not that loan. The appraiser and the VA minimum property requirements both have to accept the foundation. An engineer's letter is commonly requested. Nothing here promises a particular house will pass. Missing HUD tags stall the file. The lender and HUD have a process, and it is slow.

A pre-qualification is a conversation. A pre-approval is a credit pull plus documents an underwriter reviewed. Clear to close comes after the contract, the appraisal, the title, and the conditions. A clean W-2 file can move in a few days. A PCS file needs the LES, orders or a letter in lieu, the Certificate of Eligibility, and an explanation of BAH. No promise of 24 hours, and no mortgage rate on this page. Get the letter written for a Clay County purchase. A letter that only names Duval is a different file. As-is still means as-is. The loan will not paper over a roof the appraiser will not take.

 Homestead in Clay County, filed in this city

A Green Cove Springs house is Clay County for homestead. You file with the Clay County Property Appraiser, Tracy Scott Drake. You do not file with Duval because you work in Jacksonville, and you do not file with St. Johns because you like a community across the river. Florida homestead is section 196.031. You must have legal or equitable title and occupy the house as your permanent residence on January 1 of the tax year. The application statute is 196.011. Save Our Homes, the cap on assessed value, is 193.155. A wrongful homestead can become a lien under 196.161, with a 50 percent penalty and 15 percent interest. A clerical error by the appraiser is treated differently. One permanent residence. A residency exemption in another state can knock out the Florida exemption. The Social Security number is mandatory.

As of fall 2026. A closing this fall does not create a 2026 homestead. You did not own and occupy the house on January 1, 2026. If you will own it and live in it on January 1, 2027, file for the 2027 tax year by March 1, 2027. The statute's timely deadline is March 1. In 2026, March 1 was a Sunday, so the timely deadline was Monday, March 2, 2026, which St. Johns County and Nassau County both published. That 2026 window is closed. Late filing is only for extenuating circumstances, generally until 25 days after the TRIM notice is mailed, mid to late summer. Do not assume the late window is open on this date. Ask the Clay office the day you are ready.

Where you go, and how you can file

The website is ccpao.com. The online homestead application is exemption.ccpao.com/Homestead. Phone (904) 284-6305, extension 1. The office is the County Administration Building, second floor, 477 Houston Street, Green Cove Springs, FL 32043. Hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. If you live in this city, the desk is local. If you are buying in Orange Park or Middleburg, it is the same desk. Clay is one county.

For a timely filing, Clay accepts the application online, by mail, or in person. That is the office's own instruction. Applications after the March 1 deadline must be filed in person, with a late-file explanation, and only up to 25 days after the TRIM notice. If you are past the timely date, do not mail a late packet and hope. Go to Houston Street.

Proof is a Florida driver license or Florida ID that shows the homestead address, plus one more item. The office lists a voter card, vehicle registration, a W-2, a federal return, or a utility bill. Bring the Social Security number. If the house will be in a trust, you need beneficial title. Bring the trust. Have the closing attorney, or a Florida attorney, confirm the trust qualifies. This page is not legal advice. Spouses should both be ready. Neither of you should still hold a residency-based exemption in another state.

Clay expected 2026 timely applications to be processed by July 1, 2026. Denials were mailed July 1. Approved exemptions show on the August TRIM. If you filed on time for 2026 and you have not seen the result, call the office and ask about that parcel. Do not file a second county's application "just in case."

What the exemption does, and what it does not do

The 2026 figures were confirmed by Eddie Creamer, the St. Johns County Property Appraiser, in March 2026, and they match the Florida Department of Revenue CPI notice. They are statewide figures. The full homestead total is $51,411. The first $25,000 applies to all levies, including the school levy. The additional $26,411 applies only to non-school levies, and only to assessed value between $50,000 and $76,411. The band from $25,001 to $50,000 stays taxable. The CPI used for the cap is 2.7 percent. The Save Our Homes cap for 2026 is 2.7 percent, the lesser of 3 percent and CPI. That cap limits how fast assessed value can rise on a homestead. It is not a cap on the tax bill. Clay's millage is whatever the TRIM notice for that parcel shows. Do not borrow Orange Park gossip, a Duval rate, or a number from a different year.

The senior local-option extra exemption requires age 65 on January 1 and household income no higher than $38,686 for 2026. Counties adopt the extra amount or they do not. Ask Tracy Scott Drake's office whether Clay has adopted it, and what it is worth here. Do not assume an extra $50,000. The long-term senior option, 25 years in the homestead with a just value under $250,000, is a separate local option. Ask about that one by its own name.

Portability is Form DR-501T. File it with Clay, the new county, generally together with the new homestead application. If you are leaving a homestead in Duval, St. Johns, Nassau, or Columbia, the form comes here. It does not stay at the old appraiser. The difference that transfers is capped by statute. Do not write a dollar amount of portable savings into a budget until Clay calculates it. After approval, the exemption renews. The appraiser mails a renewal. File again if ownership changes, if marital status changes, or if you move out. A divorce transfer of the marital home can be exempt from deed documentary stamps under section 201.02. Ask the closing attorney before a deed is recorded off a decree. That is not advice on the property tax bill.

The tax collector and the discount

The property appraiser sets value. The taxing authorities set millage. The tax collector sends the bill and takes the payment. Clay County Tax Collector Diane Hutchings is at claycountytax.com, phone (904) 269-6320. The property tax phone is (904) 269-6395. Mail goes to PO Box 218, Green Cove Springs, FL 32043. Do not hand the homestead application to the tax collector and assume the appraiser has it. The appraiser is the second floor at 477 Houston Street. The bill is a different office.

Florida has no state income tax. What you pay is local: county, school board, city, and any special district. The discount schedule the Duval Tax Collector published is the Florida discount statute other counties use as well: 4 percent if paid by November 30, 3 percent by December 31, 2 percent by January 31, 1 percent by February 28, then due by March 31 before the bill is delinquent. Confirm the date on the Clay bill. An allotment or an escrow check that lands in March can miss the November discount. Ask the servicer which month it pays.

Deed documentary stamps in Clay are $0.70 per $100 of consideration, or any fraction of $100, under section 201.02. Duval, St. Johns, Nassau, and Columbia use the same $0.70. Miami-Dade is the exception, and this city is not in Miami-Dade. Statute math only, not a Green Cove Springs price: $400,000 of consideration is 4,000 units times $0.70, which is $2,800. Consideration of $400,050 rounds up to $400,100, which is 4,001 units times $0.70, which is $2,800.70. Promissory note stamps are $0.35 per $100 of the note, rounded up to the next $100, under section 201.08. On a Northeast Florida contract they are usually a buyer line. The contract can change who pays. Do not call that a statute that the seller pays. Intangible tax on a new mortgage is $2 per $1,000 of the amount financed, usually a buyer line, and not part of the seller total unless the contract says so. Title insurance premiums are not printed here. Commission is whatever the listing agreement says. A sample percentage is not a Florida law.

 If the other house is in another county

Orange Park stays at the Clay desk above. The counties below are the ones people tour in the same month as Green Cove Springs. File in the county that has the parcel. A fall 2026 buyer who will occupy by January 1, 2027 files for 2027 by March 1, 2027, at that county's appraiser. Nassau has already opened 2027 applications. Ask the others when you are ready.

Duval County

Jacksonville and the rest of Duval file at homestead.coj.net, phone (904) 255-5900, in person at 231 E. Forsyth Street, Suite 260, Jacksonville, FL 32202. The deed has to be in the owner's name before the online system will take the file. Allow about 60 days after closing for the deed to post. If it has not posted, file in person. The online session does not save. Plan about an hour, with the Florida ID that shows the homestead address, the license number and issue date, the vehicle tag, voter registration if you are registered, date of birth, Social Security number, date of Florida residency, date of occupancy, purchase date, and the mailing address on the last IRS return. Adding a person or an extra exemption to an existing homestead is in person only. Tax collector: jacksonville.gov tax collector and duvaltc.com, phone (904) 255-5700, email taxcollector@coj.net, Monday through Friday 8:30 a.m. to 4:30 p.m. Schools: duvalschools.org. Check the zone. A magnet is not a neighborhood assignment. Deeds record at the Duval County Clerk of Courts.

St. Johns County

St. Johns County, including communities whose mail says Jacksonville, files with Eddie Creamer at sjcpa.gov/homesteadportability and sjcpa.gov/exemptions, phone (904) 827-5500, email sjcpa@sjcpa.gov. The Florida driver license or ID must show the homestead address. A license updated after November 1, 2023 may have been reissued with a new number. Upload the new card. Neither spouse may hold a residency exemption in another state. Tax collector: sjctax.us, phone (904) 209-2250, 4030 Lewis Speedway, St. Augustine. Schools: stjohns.k12.fl.us. The county site is sjcfl.us.

Nassau County

Those addresses are from the county new-resident guide revised March 6, 2026. The 2026 applications closed March 2, 2026. The 2027 applications are open, online or in person. A 2026 purchase that is your permanent residence can be filed for 2027 through March 1, 2027, and it shows on the August 2027 TRIM. Bring both spouses' Florida residency documents. Columbia County

Lake City is west on I-10, in Columbia County, and it does not use the Clay desk on Houston Street. Property Appraiser Jeff Hampton requires the initial homestead application in person at 135 NE Hernando Avenue, Suite 238, Lake City, FL 32055, phone (386) 758-1083, email contact@ccpafl.com, weekdays 8:30 a.m. to 4:30 p.m. The sites are columbia.floridapa.com and ccpafl.com/property-tax-exemptions. Do not use a third-party site that offers to file the initial application online. Bring the deed or contract, a Florida ID at the address, a Social Security number, and one more proof of residency. The tax collector is columbiataxcollector.com, phone (386) 758-1080, Suite 125 in the same building. The clerk is columbiaclerk.com. The Northeast Florida MLS may not carry Columbia County. If you are also shopping Lake City and the list is empty, call. We will pull the board that has that city.

 What to have ready when you call

Start with the correction. You want Green Cove Springs, Clay County, not a community named Green Spring Cove. Then say city only, or all of Clay. Say whether the river matters, whether you can live with a flood zone, and whether an association is acceptable. Give the beds, the loan type, and the gate or the job you drive to. If you already own a homestead in another Florida county, say which one, because portability is filed with Clay on Form DR-501T, not left behind at the old desk.

If you are touring Jacksonville, St. Johns, Nassau, or Lake City in the same set of orders, keep a folder per county. The school zone, the insurance quote, and the homestead office do not travel with the car. We will search the city by its real name, and we will tell you when a house you liked is Orange Park or Middleburg instead of Green Cove Springs.
