Naval Station Norfolk, Oceana, and Little Creek
Naval Station Norfolk is the large ship base. NAS Oceana is the aviation installation in Virginia Beach. JEB Little Creek-Fort Story carries both Little Creek and Fort Story in one name. A tour at Oceana and a tour at the naval station can both sound like the Norfolk area and still need different houses.
Read the gate before you pick a city. Oceana pulls you toward Virginia Beach. The naval station pulls you toward Norfolk. Little Creek-Fort Story sits between that ship-base world and the oceanfront side of Virginia Beach. The right house still depends on which gate you use. Ask the local agent about the gate, not only the metro.
Norfolk and Virginia Beach
The housing market people shop is Norfolk and Virginia Beach. That is the sentence we will stand on. We are not going to add a ring of other cities from memory and call it a guide. Norfolk fits a Naval Station Norfolk commute for a lot of sailors. Virginia Beach is the city people open when the orders say NAS Oceana.
Little Creek-Fort Story buyers should make the partner show the drive from the house to the gate they will use, on a duty morning, not on a Sunday. An oceanfront photo and a ship-base report are a common mismatch. The Virginia Beach value index is in Local market intel. We still will not quote a Norfolk city price, or one street in Virginia Beach.
BAH stays on the official table
The 2026 E-5 with-dependents figure for the Norfolk/Portsmouth housing area is in Local market intel below. Hampton Roads rates are not Jacksonville rates. Look up your own grade on the DTMO BAH Rate Lookup.
Use that figure with the local partner when you talk about rent or a mortgage payment. We will not tell you what the allowance buys in Virginia Beach. That answer changes, and it is not ours to invent.
Timeline
Put the report date on paper first. If you are leaving Jacksonville, the sale here and the housing there have to overlap on purpose. Call while there is still time to refer the buy and, if you need it, sell the Florida house.
Transportation and the housing office still run the official move. A realtor referral does not book household goods. The countdown shape is the same as any PCS. The Norfolk calendar is local. Do not lift street advice from a Jacksonville 90-day plan and aim it at Oceana.
What we will not guess
Virginia Beach's Zillow figure is in Local market intel. A Norfolk city median is not, until we have one. We still will not score a campus or call flood on a street. Insurance, especially toward the oceanfront, is a local quote. We will not rank Norfolk against Virginia Beach in a sentence that ignores your gate.
You will not find Norfolk or Virginia Beach homes posted on this page. The point is the introduction to a partner who already works those gates.

Installation, report date, buy or rent, and whether you are selling in Northeast Florida. If the orders say Oceana, say Oceana. If they say Naval Station Norfolk, say that. Norfolk area is how the mismatch starts.

As of fall 2026. Hampton Roads is one allowance and several gates. The number below is a published city value, not an offer on your street.
The installation
Naval Station Norfolk is the Navy's main East Coast fleet concentration, on Sewells Point. Naval Air Station Oceana is the master jet base in Virginia Beach. Joint Expeditionary Base Little Creek-Fort Story is the amphibious and expeditionary base, split between the Little Creek side and the Fort Story side at Cape Henry. A current headcount was not pulled from an installation fact sheet in this pass.
2026 BAH
Military housing area VA298, Norfolk/Portsmouth. As of fall 2026, an E-5 with dependents is $2,430 a month. Garrison Ledger and MilPayTools both compile that figure from the DFAS table effective January 1, 2026. MilPayTools notes it rose $105, about 4.5 percent, from $2,325 in 2025. Oceana, Little Creek-Fort Story, and the naval station share this housing area. Your grade may not be E-5. Confirm it on the DTMO BAH Rate Lookup.
Housing market snapshot
Zillow's typical home value for the city of Virginia Beach was $427,730 as of August 31, 2026, up 3.3 percent over the year, with homes going pending in around 26 days. That is Virginia Beach, not the city of Norfolk. A Norfolk city figure was not retrieved in this pass. Do not use the Virginia Beach number as a Norfolk pier-side price.
Where military families actually live
- Ghent and West Ghent. Norfolk. Closer to the naval station than the oceanfront is. Older houses. A flood question on some blocks, not on all of them.
- Ocean View. North Norfolk, near the base. The water is the reason people look, and the reason the insurance quote has to come before the offer.
- Chesapeake, including Greenbrier and Great Bridge. Inland family housing. A longer drive to every gate. A different school district.
- Virginia Beach, Great Neck and Red Mill. A more natural fit for Oceana than for a 0500 drive to the naval station.
- The Virginia Beach oceanfront. A lifestyle pick. A bad default for Naval Station Norfolk or for Little Creek if nobody has timed the drive.
- Suffolk. Farther west, often more house for the money, and a longer morning to all three installations.
Norfolk Public Schools, Virginia Beach City Public Schools, and Chesapeake Public Schools are separate. We will not score them from Jacksonville. Time the duty-morning drive to the gate on the orders. A Sunday drive does not count.
Rental snapshot
Median 3-bedroom rent: a verified figure was not pulled from the HUD FY2026 Fair Market Rent tables in this pass. Compare any lease to the $2,430 E-5 allowance only after the local partner pulls three rentals near the correct gate. Hampton Roads rent is not one number from Norfolk to the oceanfront.
Local quirks
Virginia real estate tax is a local rate, reset by the city. There is no Florida-style Save Our Homes cap. The state grantor's tax is commonly a seller cost. Northern Virginia's regional congestion relief fee is a Northern Virginia tax. Do not assume it on a Hampton Roads closing. The contract still controls who pays what.
Flood insurance is the quirk that blows up oceanfront and some Ocean View math. We will not call a flood zone from here. Get the quote.
VA loans: full entitlement has had no VA loan limit since January 1, 2020. Partial entitlement uses the FHFA county limit. The 2026 baseline is $832,750 (FHFA, November 25, 2025). These cities are not in the same conversation as a San Diego high-cost cap. Confirm the exact Norfolk and Virginia Beach county-equivalent dollars on the FHFA list if entitlement is partial.
PCS timeline
Use the 90-day plan as the countdown, then throw out every Jacksonville street. School enrollment is the city you will actually live in, and Virginia Beach will not enroll a Norfolk address.
